The RKF Regulation on Breeding Work, approved by the decision of the RKF Presidium on 05/21/2025, comes into force on 06/02/2025 (excerpts)
ADMISSION OF DOGS FOR BREEDING
3.6 The owner of a dog that is leased to him in the territory of the Russian Federation from 01.01.2020 or later, in order to admit it for breeding, must have a lease agreement concluded in writing, with the mandatory indication of:
- lease term;
- lease terms;
- postal and e-mail addresses of the landlord and tenant;
- contact telephone numbers of the landlord and tenant;
3.7 Signatures on the rental agreement (Form No. 12) must be certified by a notary or by the club of which the landlord is a member. If the landlord is a citizen of another country, the agreement is completed in one of the official languages of the FCI (English, French, German, Spanish) and certified by a notary or NPO of the country in which the landlord resides.
3.8 If the bitch is in common ownership, then the joint ownership agreement (co-ownership) concluded on or after 01.01.2020 must contain the following conditions:
- which party to the agreement will be considered the breeder;
- the name of which kennel will be used when registering litters obtained from this bitch; which party to the co-ownership agreement has the right to sign the mating certificate;
- information on the number of litters obtained from the bitch on the date of the agreement.
3.9 Signatures on the co-ownership agreement (Form No. 13) must be certified by a notary or by the club of which one of the co-owners is a member. If the co-owner is a citizen of another country, the agreement is completed in one of the official languages of the FCI (English, French, German, Spanish).
3.10 If the male dog is in joint ownership, the joint ownership agreement (co-ownership) concluded on or after 01.01.2020 must contain conditions on which of the co-owners' signatures is required to formalize the mating act. The signatures on the co-ownership agreement must be certified by a notary or the club. If the co-owner is a citizen of another country, the agreement is completed in one of the official FCI languages (English, French, German, Spanish).
3.11 Dogs imported to the Russian Federation (females are mandatory, males are desirable) must be registered with the RKF WERC to be allowed into breeding. For breeding use of dogs imported to the Russian Federation under a lease agreement, a temporary registration certificate with the RKF WERC is issued.
3.12 Admission to breeding of males living and registered outside the Russian Federation is carried out according to the rules of the country of their permanent residence / registration with the execution of a mating certificate of the international standard (regardless of where the mating took place — in the Russian Federation or outside it). Exception: males obtained within the framework of crossbreeding programs of NPOs of the country of residence are not allowed to breed in the RKF system, matings with such males are not registered unless there is a special decision of the Presidium of the RKF.
3.13 There are two types of admission to breeding in the RKF: primary (temporary) and lifelong
3.13.1 Primary (temporary) admission to breeding of dogs is granted if they have one exterior rating of at least “very good” received at any RKF / FCI certified exhibition, or primary admission at an RKF breeding show.
3.13.2 In exceptional cases, on the basis of a substantiated application submitted by the breeder before mating, the PK may admit dogs with a “good” rating to breeding.
3.13.3 Primary admission gives the right to use bitches once and males three times. Lifetime admission to breeding is granted:
- in the presence of two exterior assessments not lower than “very good”, received from two different judges at any RKF/FCI certificate shows; one assessment must be received after the dog reaches 15 months of age in the “intermediate”, “open”, “working”, “champion” classes at a single-breed show;
- in the presence of two approval assessments from RKF breeding shows from two different judges (“Recommended for breeding”, “Approved for breeding”); in this case, one conclusion must be received at the age of over 15 months;
- in the presence of one assessment for the exterior not lower than “very good”, received from a judge at any RKF / FCI certificate exhibition, and one admission assessment from the RKF breeding show (“Recommended for breeding”, “Admitted for breeding”), received at the age of over 15 months.
3.19 The first mating of a bitch admitted to participation in breeding may be carried out provided that the bitch has reached the age at the time of mating: * For the division of breeds into small, medium, large and giant, see Appendix No. 1.
- not less than 18 months — for bitches of small and medium breeds*;
- not less than 20 months — for bitches of large breeds*;
- not less than 22 months — for bitches of giant breeds*.
3.20 During the entire period of breeding use of a bitch, no more than six litters can be obtained from her (optimally three litters).
3.21 The interval between the dates of birth of litters must be at least 300 days (the recommended interval is 365 days). During the entire period of breeding use of a bitch, it is allowed to have two litters in a row, without missing an estrus period; in this case, the interval between litters must be at least 6 months, and the next litter from the same bitch can be obtained no earlier than 18 months after the birth of the puppies of the previous litter.
3.22 A male dog may participate in breeding from the moment it is admitted to breeding use and without any maximum permissible age limit.
3.23 Breeders who are owners of kennel names (with or without an individual brand) make decisions on the selection of breeding pairs for their dogs independently, while breeders without a registered kennel name make decisions under the guidance of the club’s cynologist through whom the mating is arranged.
3.24 The decision on the advisability of mating dogs that are related by blood (I-II: father-daughter, II-I; mother-son; II-II: brother-sister, half-sibs) is taken under their own responsibility by clubs and owners of kennel names with an individual brand code, carrying out breeding activities in the RKF system in accordance with paragraphs 2.1 and 2.2 of these Regulations.
3.25 The following may not be used in breeding:
- dogs that are not allowed to be used for breeding;
- bitches that have not reached the minimum age for being allowed to be used for breeding; bitches that have reached the age of 8 years or more at the time of mating;
- dogs that have a certificate of origin with the note “No right for breeding use” or “No right for breeding use in Russia”;
- dogs that have received a “Disqualification” rating (for aggression — three “Disqualification” ratings) at RKF certified shows, unless this rating has been contested and removed in accordance with the established procedure;
- — dogs that received the rating “Not allowed for breeding” at the RKF breeding show; dogs that are owned, jointly owned or leased by persons disqualified in the RKF/FCI system from participating in breeding work.
BREEDER
4.1 The breeder is considered to be the owner of a breeding bitch, to whom she belongs by right of ownership, possession and/or use during the period from the moment of mating of the bitch until the moment of transfer of the puppies born by the bitch to the new owners.
4.2 In the case of purchasing or leasing a mated bitch, the breeder is considered to be the person in whose legal possession the bitch is at the time of the birth of the puppies. Legal possession implies that the owner of the bitch has a title document / agreement concluded in writing, in compliance with the conditions stipulated by this Regulation.
4.6 Regardless of whether the breeder has a registered kennel name or not, breeding documentation is issued by him through a club that is a member of one of the RKF federations: RFSS, RFLS, RFOS, OANKOO. Only the owner of the kennel name who has fulfilled the conditions for obtaining an individual brand code can issue breeding documentation independently.
BREEDER WHO IS THE OWNER OF THE NAME OF THE KENNEL WITH THE INDIVIDUAL BRAND CODE
5.1 The owner of a kennel name registered with the RKF-FCI can receive an individual brand code if the following conditions are met:
- He must register at least two litters on the territory of the Russian Federation under his own kennel name;
- the puppies from these litters must have RKF pedigrees.
5.2 The owner of a kennel name with an individual brand code can, at his own discretion, work directly through the federation or through a club.
5.3 The owner of a kennel name with an individual brand code can issue documents for the kennel dogs through his personal account in the RKF Information System
5.4 If the owner of the kennel name with an individual brand code has the appropriate cynological education, he can independently carry out the certification of the litter. Otherwise, he must use the services of the club’s specialists.
MATING AND REGISTRATION OF THE MATING ACT
6.8 The owner of the male dog is obliged to provide the owner of the mated bitch with a copy of the certificate of origin of the male dog, copies of documents confirming that the male dog is admitted to breeding, titles to be entered in the certificates of origin of his future descendants, and other documents stipulated by this Regulation. Copies of the specified documents must be certified by the signature of the owner of the male dog.
6.9 All mating conditions, including financial ones, as well as the terms for providing copies of documents for the male dog must be agreed upon between the owner of the male dog and the owner of the female dog before mating the dogs in accordance with the requirements of the current legislation of the Russian Federation and these Regulations. It is recommended to conclude such agreements in writing.
REGISTRATION OF MATINGS AND BIRTH OF PUPPIES
7.1 Clubs and owners of kennel names with an individual brand code, carrying out breeding activities directly through the federation, are required to keep a Book of Registration of Matings and Births of Puppies (hereinafter referred to as the Mating Book, see Form No. 2). All sheets of the Mating Book must be numbered, laced (sewn), the place where the sheets are fastened must be sealed with a sticker containing information about the number of sheets stitched, the signature of the responsible person and the seal of the club or the Owner of the kennel name with the brand code.
7.2 The breeder/owner of the kennel name, who carries out breeding activities through a club, is obliged to provide the club of which he is a member within ten days from the moment of mating or artificial insemination:
- two copies of the mating certificate or the artificial insemination certificate, drawn up and signed in compliance with the conditions stipulated by these Regulations;
- copies of documents for the male dog with which the bitch was mated (or with whose biomaterial she was inseminated), received from the owner of the male dog and corresponding to the requirements of these Regulations;
- copies of documents for the bitch (certificate of origin, documents confirming her admission to breeding and titles to be entered in the certificates of origin of her future descendants, other documents stipulated by these Regulations).
7.3 The person responsible for maintaining the Mating Book of the Club, the Owner of the nursery name with an individual brand code (in the case of breeding activities carried out directly through the Federation), is obliged to make an entry in the Mating Book about the mating (insemination) no later than 10 days from the moment of receiving the mating (insemination) documents.
7.4 Records of the birth of puppies must be entered into the Mating Book no later than 10 days from the date of birth of the puppies.
7.5 Litters born outside the Russian Federation, outside the territory where the club operates in accordance with its statutory documents, and also outside the constituent entity of the Russian Federation in which the owner of the kennel name, the owner of the kennel name with an individual brand code resides, are not subject to registration in the Mating Book.
7.6 Registration in the mating book of a litter from a bitch that permanently resided (registered) outside the Russian Federation and was imported into the Russian Federation in a state of pregnancy is possible only if the owner has a mating certificate and documents confirming that the mated bitch and dog have permission to breed in accordance with the rules of the NPO of the country from which the bitch was imported.
7.7 Clubs and owners of kennel names with an individual brand code, who draw up breeding documentation independently, are obliged to annually (by April 1 of the current year) provide to the federation of which they are members or in which they are registered, the original and a certified copy of the mating book for the previous year.
DOG IDENTIFICATION MEANS
8.1 All dogs registered with the VERK RKF must undergo mandatory identification and have at least one of the following marking means:
- a tattoo on the dog’s skin (in the ear, on the stomach or in the groin) is mandatory for all dogs born in the Russian Federation, regardless of the presence or absence of a microchip;
- a microchip implanted under the dog’s skin in the withers area is mandatory for all dogs imported into the Russian Federation;
- a tattoo + microchip is mandatory for all dogs exported from the Russian Federation.
8.2 The most desirable option for marking, recommended by the RKF, is a brand + microchip.
8.3 If a dog has a microchip implanted, the digital code of the microchip is entered into the dog’s registration card and into the certificate of origin (a sticker number with the barcode of the microchip must be affixed to the puppy’s metrics; a handwritten or printed version of the microchip number is unacceptable).
8.4 Branding of puppies is carried out by responsible persons of clubs or owners of kennel names with an individual brand code (in case of having the appropriate cynological education), who have the necessary skills and special equipment.
8.5 The dog’s brand consists of two parts — a three-digit letter code and a digital part. An individual letter code of the brand is assigned by the RKF to all clubs upon their registration, as well as to the names of kennels whose owners have fulfilled the conditions of paragraph 5.1 of this regulation, based on an application (see form No. 1)
8.6 The owner of a nursery name with an individual brand code has the right, upon application, to cancel the brand code previously assigned to him or to suspend the use of the brand code assigned to him and to conduct breeding work through the club.
8.7 After the letter part of the dog’s brand code comes the digital part, which is assigned in accordance with the entries in the mating book. The digital part of the brand is formed by continuous numbering of all registered puppies (regardless of their breed), which begins with the number 1 when creating the mating book (after registering the club or receiving an individual brand code by the owner of the kennel name) and then continues in ascending order, with strict adherence to the numbering step of one unit. Skipping numbers and leaving free numbers without entries about registered puppies is not allowed. At the end of the current volume of the mating book, the numbering of brands in the new volume continues without breaks.
8.8 Only clubs and owners of kennel names with an individual letter code of the brand registered with the RKF have the right to assign the digital part of the brand to puppies.
8.9 The assignment of the digital part of the brand is done first to all males, and then to all females in the litter.
8.10 The brand must look like this: for example, XXX 777, where the letters indicate the individual brand code, and the numbers indicate the serial number of the puppy’s registration in the mating book. Adding any additional letters, signs or numbers (indicating the year of registration, etc.) to the brand code is not allowed. The digital part of the brand code cannot begin with zero / zeros. Brand code values XXX 007 or XXX 01 are not allowed.
8.11 If the digital part of the brand has reached the last four-digit value (e.g. XXX 9999), the club or owner of the kennel name with an individual brand code has the right to apply to the RKF with an application for a new individual letter code for the brand. The application is filled out in any form.
8.12 Implantation of microchips is carried out by veterinary specialists in compliance with established rules.
REGISTRATION AND ISSUANCE OF CERTIFICATES OF ORIGIN
11.10 Information about whether a dog has two or more owners (on the right of common ownership) is indicated in the puppy’s metrics and entered into the VERK, provided that an original copy of the joint ownership agreement (co-ownership) signed by all co-owners of the dog (form No. 13) is presented to the RKF. The authenticity of the signatures on the co-ownership agreement must be certified by the club or a notary.
11.11 If the owner loses the dog’s certificate of origin, he/she may be issued a new certificate marked “Duplicate” on the basis of a written application (Form No. 16). The authenticity of the owner’s signature must be certified by the club or a notary. When a duplicate is issued, the previous certificate of origin is considered invalid.
11.12 If the last name, first name, patronymic, or other data changes, the owner is required to submit to the RKF, within 30 calendar days, an application to make changes to the documents for the dogs belonging to him.
